台北市長柯文哲上任1年半，許多機關首長「因故請辭」或高升中央，雖陸續延攬新的人才入府，但據統計，目前仍有8個位置懸缺，由副手或其他官員暫代，且接替人選均沒有著落，「副局長小內閣」的慘況，堪比前行政院長毛治國的「次長內閣」。
前行政院長毛治國任內，文化部長、交通部長請辭，分別由次長洪孟啟與陳建宇代理，最後兩人雙雙真除；時任科技部長的張善政升任行政院副院長後，空缺也是由副部長暫代，再加上當時不少首長也傳出萌生辭意，因此有媒體將毛內閣比喻為「次長內閣」。
對比當初風光上任的柯市府小內閣，如今首長頻頻異動，政務官因故去職或高升中央者達11人，若進一步統計副局長、處長的去職，人數更可能突破20人。據統計，現在職務空缺並由副手或其他官員暫代者仍有8人，包括捷運局、交通局、財政局、體育局、公運處等，都與主要市政議題息息相關。
前捷運局長周禮良曾因台北藝術中心工程延宕，遭柯文哲喊要「拔掉」，儘管周禮良說明原本就和柯文哲說只做1年，眼看北藝中心工程時程已沒問題，所以才辭職，但仍傳出兩人互動不佳，且今年4月起懸缺的局長位置，至今仍由副局長張澤雄代理。
此外，前交通局長鍾慧諭為過去半年多交通政策「撥動社會」而請辭，任期至本月17日為止，職務由副局長張哲揚代理；公運處長陳榮明也在日前被拔官，職務由交通局副局長鄭佳良暫代。
前研考會主委陳銘薰去年10月28日請辭獲准，遺缺也由副主委代理，直到今年2月中，才由公訓處長曲兆祥兼任主委，且這項人事案還是因北市府有意解編公訓處，所以柯文哲乾脆安排曲接掌研考會。
至於高升中央的台北捷運公司前董事長賀陳旦、前財政局長蘇建榮，上月20日請辭後，前者職缺由北捷總經理顏邦傑暫代，後者則是副局長陳志銘暫代，皆未找到接任人選。
外界普遍認為，首長掛冠求去或是因故去職，與柯文哲領導風格不無關係，但人事處處長懷敘表示，只要首長懸缺，副手代理屬常態，這是為了讓業務正常推動，過去不論哪一任市長任內，都有副手代理首長出缺的情況；對於媒體詢問「是否曾一次出缺那麼多？」懷敘則說，他沒有計算過。
